Migration Tasmania Skilled  Program 2024–2025

The Migration Tasmania Skilled  Program 2024–2025 is now open for Registrations of Interest. Updated eligibility requirements, policy guidance and service fees will apply.

Features of the Migration Tasmania Skilled  Program 2024–2025

The Migration Tasmania Skilled  Program 2024–2025 includes:

  • Changes to priority attributes, including a reduction in green attributes and a new “orange-plus” attribute category.
  • All occupations listed on the Australian Government’s subclass 190 and 491 list remain eligible for nomination in at least one program pathway.
  • 18 new occupation groups, comprising 78 individual occupations, have been added to the Tasmanian Onshore Skilled Occupation List for the subclass 190 Tasmanian Skilled Employment pathway. Candidates with a skills assessment and directly related employment qualify for permanent visa nomination after six months of work.
  • Changes to income thresholds in minimum eligibility requirement and priority attributes based on updates to Australian median and average earnings and the Temporary Skilled Migration Income Threshold.
  • An updated critical roles list (for gold priority in the Tasmania Skilled Employment, Skilled Graduate and Established Resident pathways).
  • More detailed policy guidance in the Additional Information, Exclusions and Definitions section of the Migration Tasmania website.
  • An increased service fee to apply for nomination to $360 (plus $36 GST). There is no charge to submit a Registration of Interest.

Change to priority attributes

Green priority attributes have been reduced for the Tasmanian Skilled Employment, Skilled Graduate Established Resident and Business Owner pathways. Some previously green attributes have been moved to a new “orange-plus” category. This will provide greater certainty, allowing all green pass holders to receive an invitation to apply for nomination within eight weeks of submitting a registration of interest.

Candidates with at least one orange-plus attribute will be a high priority and highly likely to receive an invitation to apply for nomination within six months. The higher the orange-plus attributes a candidate attains, the sooner an invitation will be issued.

All subclass candidates with at least one orange-plus attribute will be invited to apply for nomination this program year.

Employment must be skilled to claim orange-plus attributes.

Additions to the Tasmanian Onshore Skilled Occuaption List (TOSOL)

The TOSOL is used to determine eligibility for subclass 190 nomination in the Tasmanian Skilled Employment – TOSOL option nomination Pathway. It lists skilled occupation groups for which employers are currently experiencing significant recruitment difficulty. It also aims to attract new skilled migrants by providing a fast and simple pathway to permanent residency.

Candidates may have a migration skills assessment and an employment role within the same four-digit group to be considered for subclass 190 nomination in the Tasmanian Skilled Employment Pathway. Where an occupation is not on the Home Affairs skilled occupation lists, and a skills assessment is not available for that role, candidates may have a skills assessment for any one of the occupations listed in that group.

For example, an applicant who holds a skills assessment for “232212 Surveyor” could be working in any of the roles listed in the “2322 Surveyors and Spatial Scientists” group to meet the subclass 190 nomination requirement.

The following 19 occupation groups have been added to the TOSOL.

Critical Roles list

The critical roles list is used to prioritise invitations to apply for nomination based on employment in highly skilled roles.

Thirty-seven occupations have been added to the critical roles list and 30 have been removed. The impact of removal is minor, as all candidates working in their skills assessment area are of high priority for nomination.

All the occupations slated for removal remain high priority and are included in the updated TOSOL.

Policy Guidance (Additional Information, Exclusions and Definitions)

Changes to the Additional Information, Exclusions and Definitions section of the Migration Tasmania website:

  • Income thresholds updated to reflect latest Australian average and median earnings and the new Temporary Skilled Migration Income Threshold.
  • Excluded business operations – clarification about including parcel delivery contracting services (eg, Australia Post, Aramex). These are accepted as employment where the applicant has a related skills assessment or at least two years’ prior experience.
  • Claiming skilled employment related to gold or green attributes – Additional guidance about indicators of skilled employment including:
    • Roles that match ANZSCO Skill Levels 1,2 or 3
    • Pay rate above the Temporary Skilled Migration Income Threshold
    • Pay rate at or around National Minimum Salary isan indicator that employment is not skilled.
  • Excluded employment – employment with a related skills assessment as Chef, Cook, or Café or Restaurant manager in a fast casual restaurant or café business is now accepted. It is not accepted in relation to limited-service restaurants:
    • Fast casual restaurants combine elements of fast food and casual dining, blending the speed and convenience of fast food chains and the quality and atmosphere of a casual restaurant. These establishments typically offer freshly prepared dishes, and a more appealing dining environment without the full table service of traditional sit-down restaurants. Fast casual restaurants and cafes are usually characterised by:
      • Made-to-order meals emphasising higher quality ingredients
      • Limited service or self service
      • Upscale or highly developed décor
      • All ingredients/meals are prepared on-premises
      • Off-premise and on-premise dining, but with an emphasis on dining in
      • Lower average meal price than fine dining
      • No drive-through.
  • ANZSCO 4 or 5 roles – Qualifications or experience consistent with ANZSCO – Claiming employment in lieu of qualification specified in ANZSCO for a role – clarification added that for the purposes of Tasmanian nomination only qualification will be accepted:

If using employment in a role equivalent to ANZSCO Skill Level 4 or 5 to meet minimum requirements or priority attributes, you must have the relevant qualifications or experience as defined in ANZSCO (note that for the purposes of this program qualifications must be a minimum Certificate III, or at least 12 months experience).

For example, if working as a Retail Supervisor (ANZSCO 621511 – ANZSCO Skill Level 4), you must have an AQF Certificate III or at least one year of relevant experience.

For some occupations ANZSCO indicates that an amount of time in employment may substitute for the specified qualification. However, for the purposes of Tasmanian nomination you cannot use that work experience concession for ANZSCO 4 or 5 work: you will need the relevant qualification to claim this priority attribute.

Where ANZSCO does not list a qualification or experience for an occupation Migration Tasmania requires you to have a related AQF Certificate III qualification or one year of relevant Australian experience.

Where a priority attribute or Gateway question / response specifically refers to a qualification, experience cannot be used as a substitute.

  • Employment related to skills assessment or study – additional guidance about how a relationship between employment and Tasmanian study can be shown:

If you are claiming employment in a skilled role directly related to your Tasmanian study, one way this can be shown is by supplying a role description or relevant job advertisement demonstrating that the role requires the qualification you gained.

For example, if you have completed a Bachelor of Social Work or have a skills assessment as a Social Worker, your job advertisement or job description may state:

“A Bachelor of Social Work or a Diploma of Community Welfare Work or other tertiary qualifications at Diploma or above level which includes units of case management/casework practice and supervised practical work placements in relevant fields.”

Migration Tasmania would accept this employment as being directly related to your study.

  • Job interviews related to skills assessment or Tasmanian study – New guidance clarifying that this can only be claimed if the applicant is not currently in skilled employment.
  • Genuine employment / business operation – indicators of concern – New item listing indicators of concern regarding employment claims that could prompt an officer to consider deeper checks from an applicant or employing business. All available information will be assessed and a determination made on the balance of information. This may lead to a decision to decline nomination.
Applications lodged or invited and before 12:00pm

Applications for nomination that have been lodged but not decided or have been invited before 1 August 2024 will continue to be processed against the requirements that were in place at the time of invitation.

Registrations of Interest submitted in the 2023-24 program year

Registrations of Interest (ROIs) submitted during before 1 July 2024 will remain valid for the 2024-25 program year up until the six-month expiry date or until an invitation to apply for nomination is issued.

If invited to apply for nomination, the requirements and settings in place at the time of ROI submission will apply.

New priority attributes apply to ROIs submitted from 12pm 1 August 2024. In cases where new requirements are likely to be beneficial, candidates may wish to withdraw their current ROI and submit a new one.

2023-24 – New requirements and processes

2023-24 Tasmanian Skilled Migration State Nomination Program Details of program changes  

July 2023 Tasmanian Skilled Employment Pathway 

 All occupations eligible for subclass 190 nomination.  

  • All occupations on the Department of Home Affairs subclass 190 skilled occupations list are now eligible for subclass 190 nomination.  
  •  Candidates who have a skills assessment for an occupation listed on the Tasmanian Onshore Skilled Occupation List (TOSOL) are eligible for subclass 190 nomination after six months employment in a closely related role.  
  • Candidates with a skills assessment for an occu pation not on the TOSOL are eligible for subclass 190 nomination after 15 months employment in a closely related role.  
  • Massage therapists: Employees and business operators not restricted to hospital, aged/disability care or an allied health setting.  
  • To be eligible for consideration in Skilled Employment and Established Resident pathways, and to be considered for priority attributes in others massage therapists must have a massage therapy skills assessment and their own verifiable health fund provider number.
  • Subclass 190 Tasmanian Established Resident pathway business income requirement adjusted according to TSMIT changes.  
  • The candidate must have operated a business for at least the last two years with taxable earnings for the last 12 months equivalent to the Temporary Skilled Migration Income Threshold (currently $70,000.  
  • Subclass 491 Tasmanian Business Operator pathway. The minimum personal taxable income from the business must be at least $59,500 (85% of TSMIT).  
  • Subclass 491 Tasmanian Skilled Employment Pathway ANZSCO 4-5 employment must be of at least 12 months duration.

  • The 2023-24 TOSOL will be used to determine eligibility for subclass 190 nomination the Tasmanian Skilled Employment – TOSOL Option nomination pathway, and to prioritise registrations of interest in the Migration Tasmania Gateway.  
  • It is based upon the Skills Priority List for Tasmania compiled by Jobs and Skills Australia. Occupations on TOSOL are eligible for subclass 190 nomination in the Tasmanian Skilled Employment pathway after six months of closely related employment in Tasmania.  
  • Occupations that are not listed are eligible for subclass 190 nomination in the Tasmanian Skilled Employment pathway after 15 months of closely related employment in Tasmania.  
 

The following occupation groups have been added to the TOSOL for the 2023-24 program year: 

  • 1325 Research and Development Managers
  • 2336 Mining Engineers 
  • 2339 Other Engineering Professionals  
  • 3113 Primary Products Assurance and Inspection Officers

These will only apply to ROIs submitted from 1 July 2023. Family Removing “passive” family-related attributes (spouse in Tasmania more than 6 months, other family members in Tasmania). Keeping other “active” attributes (employment, Tas AQF6+ study) Pay and Salary (including business income) Updating income thresholds – TSMIT, Australian median earnings, Australian average earnings.   • Earnings of $94,000 / $48.21 per hour is a Green attribute for all Tasmanian Skilled Employment, Tasmanian Skilled Graduate, Tasmanian Established Resident, Tasmanian Business Operator pathways • Other income thresholds remain Orange attributes Tasmanian Skilled Graduate Additional Green attributes 
  •  “You have completed 2 years of your PhD in Tasmania, or 1 year after completing your undergraduate study in Tasmania.”  
  • Graduate program offer – extension of qualifying period to within 12 months of graduation “You have an offer for, but have not yet commenced in, a graduate employment program. (Must be full-time, received prior to or within twelve months of graduation, related to your skills assessment and be from a medium or large* Tasmanian business that has been operating in Tasmania for more than 5 years. *A medium to large business is one with at least 20 employees. Tasmanian Established Resident – subclass 491 Additional Green attributes  
  • employed in Tasmania for last 2 years in a skilled role (ANZSCO 1-3) directly related to your skills assessment.  
  • employed in an ANZSCO 1-3 role in Tasmania for at least the last 3 months directly related to your skills assessment or Tasmanian study. Additional Orange attributes  
  • You have been employed in Tasmania for at least the past 3 months in an ANZSCO 1-3 role in the same industry as your skills assessment. 
  •  You have completed an AQF 6 or higher qualification with a Tasmanian education provider in Tasmania. Tasmanian Established Resident – subclass 190 Additional Green attribute • employed in an ANZSCO 1-3 role in Tasmania for at least the last 3 months directly related to your skills assessment or Tasmanian study.  

Additional Orange attribute  

  • You have completed an AQF 6 or higher qualification with a Tasmanian education provider in Tasmania. Additional policy guidance 
  •  The following guidance has been added to the “Additional Information, Exclusions and Definitions” Employment  
  • All employment must be with a well-established business to meet both minimum eligibility requirements and priority attributes, including pay and salary attributes.  
  • It must also be consistent with any other policy guidance in the Additional Information, Exclusions and Definitions section.  
  • Employment that does not meet these requirements cannot be claimed in a ROI. Excluded Employment • Retail supervisor and management positions in supermarkets and supervisory or management employment in limited-service restaurants accepted for Tasmanian Skilled Graduate and Established Resident pathways. 
  •  Duties must be consistent with at least ANZSCO Skill Level 4 (eg, Retail Supervisor). ANZSCO 4 or 5 roles  
  • If using ANZSCO Skill Level 4 or 5 employment you must have the relevant qualifications or experience as defined in ANZSCO. (For this program qualifications must be a minimum Certificate III, or at least 12 months experience).  
  • Where ANZSCO does not list a qualification or experience for an occupation (ANZSCO Skill Level 5 roles) you must have a related AQF Certificate III qualification or one year of relevant experience.  
  • Where a priority attribute or Gateway question / response specifically refers to a qualification, experience cannot be used as a substitute. Migration industry related employment (clarification) Will be considered for pay / salary attributes, but cannot be claimed for other employment questions Pay and salary attribute question  
  • Can claim salary from business income  
  • Can only claim payment from eligible employment/business. If on the list of excluded employment / businesses, or employment is under 20 hours per week (9 hours for the Tasmanian Skilled Graduate pathway during study periods) you should choose “not applicable” in the Application Gateway. Supporting information for pay and salary attributes  
  • If invited to apply for nomination you must provide evidence that you earned the stated amount over at least the previous 4 weeks (i.e. Australian Tax Office Notice of Assessments, pay slips, payment summaries). • Income from business operations  
  • Must be drawing that income directly from the business. This must be actual personal income and not total sales or turnover prior to expenses. 
  •  Applicants must provide supporting evidence, such as Australian Tax Office Notice of Assessments, pay slips, payment summaries or a personal bank statement showing personal income.
  • If your evidence does not sufficiently support this claim, your application may be declined. Self-employment
  • A sole business owner can’t claim to be employed by the business (even if they have a contract and pay wages).  
  • Sole owners can only claim business related priority attributes. Subcontracting • Subcontracting arrangements (where providing services to another contracted business) can only be claimed as employment, not business ownership. 
  • Must have a related skilled assessment, or at least two years prior experience (in Tasmania or elsewhere in Australia) as either an employee or sub-contractor.  
  • (For TSE there must be a related skills assessment and 12 months employment) Full-time study • Is at least 75 per cent of a 100 per cent full-time study load in each semester. It does not include online or distance education.
  • VET courses must involve at least 15 scheduled contact hours per week unless otherwise specified by the Australian Skills Quality Authority (ASQA). 
  •   Can include small group tutorials. Study related to business operation or skills assessment – priority attribute  
  • Must be substantial crossover between the units studied and or duties outlined for the skills-assessed occupation on ANZSCO, or the area of business operation and activities being undertaken in running that business. 
  • For example, a skills assessment of Accountant, or Master of Professional Accounting is not sufficiently linked to operating a retail shoe sales outlet.  
  • But, a skills assessment as Marketing Specialist or graduation from a marketing course could be linked to a business focused primarily on marketing.  

Business Operators (Tasmanian Skilled Graduates)

  • Operating a business is recognised as a priority attribute in the Tasmanian Skilled Graduate Pathway if operated for at least 12 months (increased from six months).  
  • Businesses must meet all other requirements in the Tasmanian Business Operator Pathway along with all other conditions and exclusions listed for Business Operators.  
  • The business must be capable of delivering an income of at least 85 per cent of the TSMIT (now $59,500).  
  • Must provide evidence that clearly demonstrates this level of income being earned from the business, such as Australian Tax Office Notice of Assessments, pay slips, payment summaries or a personal bank statement showing personal income. Business Operators (Tasmanian Skilled Graduates, Tasmanian Established Residents and Tasmanian Business Operators)

 

Addition to excluded businesses

 

  • Subcontracting businesses that do not meet the employment definition (i.e. where the candidate does not have a related skills assessment or at least two years prior experience.) 
  • If the role is lower skilled (ANZSCO 4-5 equivalent, such as disability support worker) subcontracting will be recognised as employment where the skills assessment is related to the industry in which the role is performed. 
  •  Must be solely owned in all pathways and for priority attributes  
  • Tasmanian Business Operator and Established Resident Pathway businesses must have one owner/shareholder, unless co-owned with a spouse.  
  • This also applies to Tasmanian Skilled Graduate candidates seeking to claim business operation for priority attributes.  
  • Candidates who co-own or hold shares in a business with another person other than their spouse will need to have an employment relationship with the business and seek nomination under the Employment, Resident or Graduate Pathways.

Migration Tasmania Skilled  Program 2022–2023 

2022-23 – New requirements and processes

Tasmania is currently awaiting confirmation from the Australian Government on our nomination allocation for the 2022-23 program year.

Once the allocation is received the 2022-23 Tasmanian Skilled Migration State Nomination Program will open with some different requirements and processes.

Key features of the new program will include:

For graduates
o   No course or occupation restrictions or mandatory employment requirements.
o   Permanent pathway for PhD students.

For skilled employees
o   An expanded list of occupations and employment eligible for permanent subclass 190 visa nomination.
o   No occupation requirements for subclass 491.
o   Inclusion of part-time employment to meet work experience requirements.
o   Subcontractors with a related skills assessment included in skilled employment pathway.

For business operators
o   Extension of qualifying business operation time from six to twelve months for business operations which commenced after 15 April 2022.
o   Introduction of a new personal business income requirement, set at a minimum 80% of TSMIT (i.e., $43 120).

For long-term residents
o   A new nomination pathway for candidates who have lived in Tasmania for an extended period and established themselves in employment or business.
o   Qualifying residence period of at least three years for permanent subclass 190 visa nomination, or two years for the provisional subclass 491 visa.
o   Business operators will be eligible for subclass 190 nomination if they have lived in Tasmania for two years, and run their eligible business successfully for two years.

For overseas candidates
o   No occupation restrictions where a candidate has a job offer.
o   More invitations to apply for a nomination from Skillselect where candidates have skills needed by Tasmanian businesses.
o   New industry skills-needs profiles to help potential candidates tailor their Skillselect EOI to increase chances of invitation.

  • For all candidates
    o   Simplified eligibility requirements.
    o   Invitation only – candidates will be able to register interest in Tasmanian nomination in the Migration Tasmania Gateway if they meet the minimum eligibility requirements, and the most competitive will be able to apply for nomination.
    o   More clearly defined exclusions and exceptions regarding employment and business roles and location of dependants.
    o   Clear sets of published priority attribute, describing the additional characteristics needed to be competitive. Only those candidates that meet the competitive threshold will be invited to apply for nomination.
    These attributes will include:
    –  duration and industry of employment
    –  employment in skilled roles which are critical to the Tasmanian economy
    – connections between employment, skills assessment, and study
    – rate of salary compared with the Australia average and median
    – nature, level, and duration of the Tasmanian study
    –  completion of work placements related to study
    –  graduate employment offers
    –  duration and success of the business operation
    –  level of business investment, turnover, and local employment
    –  length of residence in Tasmania
    –  English language ability
    –  location, length of residence, employment, and skills of dependants

22-23 program opening

The Tasmanian Skilled Migration State Nomination Program will open progressively in phases over the coming weeks.

The initial phase will include successful candidates ‘held over’ from 2021-22 years as well as the selection, invitation, and nomination of candidates in the Overseas Skilled Occupation Profiles pathway.

Candidates currently residing overseas who are interested in Tasmanian nomination should ensure their Skillselect EOIs are up-to-date and reflect the profiles published on the Migration Tasmania website.

The second phase will open the program to high-priority ‘Gold Pass’ and ‘Green Pass’ applicants.

The final phase will open the program to registrations of interest from all eligible candidates.

Further details regarding each phase of the reopening of the Tasmanian Skilled Migration State Nomination Program will be provided in future updates.

 

1. Employment and Course  Updates

Employment related to skills assessment

  • In-course work placements completed as part of a course of study are not recognized in relation to this requirement. Work placements of over 400 hours are recognised as an Orange priority attribute in the Tasmanian Skilled Graduate pathway.

Gold priority attribute – employment and skills assessment related to the critical role

  • Where a Gold priority attribute states “Skills assessment and related employment included in Critical Roles list”, that employment must have been for at least the immediate 3 months prior to registering interest and must be ongoing at the time the candidate applies for nomination.

Exclusions

  • *Retail supervisor and management positions will be considered and weighted in the Established Resident pathway where the duties are consistent with at least ANZSCO Skill Level 4 Retail Supervisor

Combined courses

  • Multiple courses of study can be combined to meet the 92-week requirement in the Tasmanian Skilled Graduate category only where those courses are combined or result in the award of one overall qualification. For example, a combined Certificate III/IV Commercial Cookery that lasts 92 weeks is acceptable.
  • Enrolment in all courses must have occurred at the same time and Confirmations of Enrolment issued together.  There must be no break between courses other than standard term breaks. There must also be a genuine progression between all courses in the package. An example may be a Graduate Certificate in Public Policy followed by a Graduate Diploma in Public Policy.
  • It would not meet the requirement where a graduate completed and graduated from a Diploma of Leadership and Management, then separately enrolled in and completed an Advanced Diploma of Leadership and Management.
  • Note that graduates who have lived in Tasmania for 3 years may be eligible for subclass 190 nomination in the Tasmanian Established Resident Pathway.

Employment contracts

  • Where a contract has not been entered into (eg, casuals who do not have a formal contract), applicants will need to provide evidence of the job offer and that all pay and conditions are consistent with the National Employment Standards (NES) and any awards, enterprise agreements or other registered agreements that may apply.

2. Inclusion Of Hotel / Motel Manager

  • Although not on the National Skills Commission Skills Priority List for Tasmania, after receiving industry advice, 141311 Hotel or Motel Manager has been added to the Tasmanian Onshore Skilled Occupation List (TOSOL).

3. Final stage opening – all eligible candidates

  • The Tasmanian Skilled Migration State Nomination Program is now open to Registrations of Interest (ROIs) from all eligible candidates. This means all candidates who meet the minimum requirements for one of the nomination pathways can register their interest for nomination. This includes candidates who are eligible for an Orange Pass.

4. New Migration Tasmania Application Gateway update

The new Migration Tasmania Gateway Application Gateway, which will become the central portal for applying for Tasmanian skilled visa nomination, is currently being finalised and tested. We expect the gateway to go-live in early December 2022. Until then the current interim ROI process remains in place.

Interim ROI process

The interim ROI process will remain in place until the Migration Tasmania Gateway is ready to be deployed

  • All candidates who meet the minimum nomination requirements for one of the nomination pathways published on the Migration Tasmania website must seek an invitation to apply for nomination.
  • Candidates who have at least one gold attribute for their chosen pathway will be immediately invited to apply for nomination.
  • Candidates who have at least one green attribute for their chosen pathway are likely to be invited to apply for nomination within 2 weeks.
  • Candidates who have orange attributes may be invited to submit an application for nomination under the interim process which will be open until early December. This will be dependent upon the volume of registrations and number of priority attributes recorded.
  • If you are not invited to apply for nomination before 9 December 2022 your registration will expire, and you will need to register your interest in the new Migration Tasmania Application Gateway to be considered for a nomination invitation.
  • not yet turned 45 years of age
  • a valid positive skills assessment for an occupation on one of the Department of Home Affairs 
  • at least ‘Competent’ English language proficiency
  • at least 65 points on the Department of Home Affairs points test.
  • Register an Expression of Interest (EOI) with the Department of Home Affairs through SkillSelect. The EOI is not a visa or nomination application and is only an indication that you would like to be considered for a skilled visa.

  • Check that you meet the minimum Tasmanian nomination requirements. There are different nomination pathways and each has different requirements and priority attributes that will determine your pass colour.
  • Details of minimum requirements and priority attributes for each nomination pathway are on this website. You can also use the Migration Tasmania Skilled Nomination Eligibility Checker to help you find the most suitable pathway for your situation and to check if you have any gold or green priority attributes.
  • Complete the Request for Invitation form choosing your intended nomination pathway.

How many priority attributes will I need to be invited?

  • All candidates with at least one gold or green attribute will be invited to submit an application for nomination before the end of the interim period. It is expected that there will be very high interest in the program and in the absence of any gold or green attributes only those ROIs with at least 6 orange attributes are likely to receive an invitation before the end of the interim period. As interim ROIs will only be held until 9 December 2022, you may wish to wait until the Application Gateway is launched in December before registering interest. ROIs lodged in the Application Gateway, once launched, will he held for six months.

Interim period – how to register your interest (Step by step) 

Step 1 – Visa Eligibility

  • Only those who are invited to lodge an application for nomination will be contacted.
  • If you are invited to apply for nomination you will receive an invitation with a link to complete your application.
  • Your invitation will be valid for 14 days and you must lodge your application within this time.
  • You must ensure you have prepared all required supporting documents for your selected pathway before you apply as well as the documents you will need to make a visa application with the Department of Home Affairs if you are nominated.
  • There is a non-refundable fee of $220 to apply for nomination.
  • There will be an opportunity to reselect and confirm the eligible Subclass during the online application process.
  • Your supporting documents must prove that you meet the minimum nomination requirements for your chosen pathway and any priority attributes you have claimed in your request for invitation. Your application will not be approved if you do not provide the required supporting documents, you provide misleading information, or the information does not support the claims you have made.
  • If you are nominated, Migration Tasmania will advise you by email and you will receive an invitation to lodge your visa application from the Department of Home Affairs.

  • Additional pay/salary attributes have been added to provide more options for candidates to show their competitiveness: These include:
  • Pay / salary exceeds $53 900 per year (excluding overtime) or $27.64 per hour
  • Pay / salary exceeds $62 000 per year (excluding overtime) or $31.79 per hour
  • Pay / salary exceeds the Australian average (for 2022 – 23 program year $90 617 per year (excluding overtime) or $42.62 per hour)
  • Candidates can select each of attribute that applies. For example, a candidate who earns more than $90 617 per year can select all three attributes.
5. Additions to TOSOL

In response to the latest version of the national Skills Commission’s (now Jobs and Skills Australia) Skills Priority List, the following occupation areas have been added to the Tasmanian Onshore Skilled Occupation List.

  • 2342 Chemists, and Food and Wine Scientist
  • 2415 Special Education Teachers
  • 2611 ICT Business and Systems Analysts
  • 2631 Computer Network Professionals
  • 2632 ICT Support and Test Engineers
  • 3242 Vehicle Body Builders and Trimmers
  • 3423 Electronics Trades Workers
  • 3424 Telecommunications Trades Workers
  • 3625 Arboriculture Workers
  • 4112 Dental Hygienists, Technicians and Therapists
  • 5111 Contract, Program and Project Administrators
  • 6112 Insurance Agents

7) Updation of their state migration wordings on their main 190 page

Subclass 190 Skilled Nominated Visa

  • The Skilled Nominated Visa (Subclass 190) is a permanent visa which allows to live and work in Tasmania.
  • Nomination from Tasmania for this visa provides the applicant with five additional points to help meet the Department of Home Affairs skilled visa points test pass mark of 65 points.
  • If the applicant has been nominated by the Tasmanian Government for this visa, you must live in Tasmania for two years after the visa has been granted.
  • State nomination and the application for a visa are two separate processes. The Tasmanian Government assesses your application for state nomination and the Department of Home Affairs assesses your visa application

Visa requirements – Department of Home Affairs

To be eligible for state nomination, the applicant must:

  • not yet turned 45 years of age
  • be nominated an occupation on the relevant list of eligible skilled occupations
  • a valid and positive skills assessment for your nominated occupation
  • at least ‘Competent’ English language proficiency
  • at least 65 points on the Department of Home Affairs points test.
  • Visit the Department of Home Affairs for more detailed information on these and other relevant requirements
  • Please note that you also need to meet the Tasmanian Government nomination requirements to be eligible for state nomination.

Nomination requirements – Migration Tasmania

  • Skilled Migration Tasmania offer a range of Pathways for skilled candidates to apply for state nomination. Each pathway has a clearly defined set of requirements and attributes required of a candidate.
  • Meeting the minimum nomination requirements published on this website does not guarantee that you will be offered Tasmanian nomination. The Australian Government sets a nomination quota for the state each year, which limits the number of candidates that can be nominated.
  • Only the most competitive Registrations of Interest will be selected to be invited to apply for nomination.
  • Candidates nominated for a Subclass 491 Skilled Work Regional (Provisional) visa will not be nominated for a permanent Subclass 190 Skilled Nominated visa in the future. The Subclass 491 visa provides a pathway to permanent residency through the Subclass 191 Permanent Residence (Skilled Regional) visa.
  • If the applicant or any family members (including those who don’t apply for nomination with you) owe fees to Tasmanian Government agencies, such as for education or health, the debt must be paid or arrangements for payment must be made prior to seeking nomination. You will not be eligible for nomination until the debt has been paid or a payment plan has been accepted by the agency.
